Bid for Container Terminal Concession, Dar es Salaam, Tanzania, 1998 – 2000

Seaport Consultants Canada Inc. brought together International Container Terminal Services, Inc. (ICTSI), a major international container terminal operating company, and a Tanzanian firm, Vertex Financial Services, to bid for the container terminal operating concession in the Port of Dar es Salaam, an important port on the east coast of Africa. Seaport also assisted ICTSI and its local partner in their bid for the concession. The work involved gathering terminal cost and operational data, national and regional port traffic forecasts, evaluation of the concession's financial performance, development of tender documents for the concession under internationally-competitive bidding, and advising on the ultimate bid price. In October 1999, the partnership was successful in its bid for the concession. Seaport provided executive and operational expertise to the partnership during the mobilization and initial handover period of the terminal from governmental to private operations.

Seaport’s tasks included:

  • Gathering of cost and operational data

  • Review of the East African container port market and traffic prospects for the Dar es Salaam container terminal

  • Preliminary evaluation of the concession's financial performance

  • Development of the tender for the concession

  • Provision of operational assistance and general management expertise following the acquisition
