Port Master Plan, Reform and Expansion Study, Barbados, 1994 to 2005

Seaport Consultants Canada Inc. conducted the management, operational and planning tasks on this study of reforming and expanding the Port of Bridgetown. Barbados Port Authority (now Barbados Port Inc.) awarded the overall study, funded by Inter-America Development Bank, to Delcan International Corporation in 1994. Delcan subsequently engaged Seaport for its specialized port expertise.

In the port master plan phase (1994-95), Seaport:

  • Conducted an assessment of port infrastructure, marine services, operations and equipment maintenance related to the container terminal, cruise and multi purpose cargo handling activities

  • Reviewed the port's recent financial performance, evaluated the tariff structure, level and adequacy, reorganized port accounts into appropriate profit centres, and developed a pro forma financial model for the port authority

  • Conducted economic and financial analyses of the projects that evolved from the master plan

In the restructuring phase (mainly 1996), Seaport's work comprised four separate programs:

  • Specialist advisory to the General Manager and Board to achieve change in organization, management, operating systems, processes and work practices at the Port of Bridgetown

  • Study of management information system.  Seaport led a team of MIS specialists that defined the port's needs for cargo and container control, accounting, statistics and executive information in a mixed mainframe-personal computer environment

  • Total rewrite of the port tariff.  Seaport's work included development of the structure of the tariff, writing all sections and building up all individual rates, and testing the results in a financial model

  • Review of maintenance procedures and establishment of a maintenance management system.  The project extended to selection of maintenance management software

In the implementation phase (1996-97), Seaport:

  • Provided ongoing management advice

  • Assisted with implementation of the new tariff

  • Assisted with development of the port's management information system, including a new cargo control and billing system, and provided related training

  • Assisted with implementation of the port's maintenance management software

  • Provided engineering services for the rehabilitation of the port and the design of a new cruise pier

In subsequent years, Seaport:

  • Updated port traffic forecasts and the economic and financial evaluations of the final project defined by the study (1999 – 2000)

  • Reviewed existing port regulations and drafted changes and additions to the regulations in preparation establishing Barbados Port Authority as a corporation (2000)

  • Reviewed establishment of a central container examination facility for port and customs security, the specifications for container cranes and handling equipment, and the design concepts for the container wharf (2003)

  • Reviewed port operations, labor agreement, company bylaws, port market and competitiveness, benchmarked the port with selected regional ports and formulated of an overall competitive strategy (2005)
