Development and Implementation of Port Tariff Schedule, Vancouver, Canada, 2004 – 2007

Between 2004 and 2007, Seaport Consultants Canada Inc. worked for Fraser River Port Authority (FRPA) on two related tariff projects. In 2004, Seaport developed a draft tariff schedule for FRPA. Seaport’s work included development of the structure of the tariff, drafting all clauses and sections, and building up individual rates for some services. Starting in 2005 and continuing into 2006, Seaport assisted FRPA in implementing this tariff. Seaport’s work included a review and update of comparative tariff rates, an evaluation of the market impact of the tariff, and development a strategy to introduce the tariff.

Seaport's work comprised:

  • Review of agreements and legislation affecting port tariffs in Canada

  • Development of the structure of the port tariff

  • Development of tariff rates

  • Comparison of tariff rates with those of other ports in the competing market area

  • Estimates of container wharfage including net wharfage after rebates

  • Comparative costs (pilotage, towage, berthage, wharfage and cargo handling charges) to shipping lines and shippers of vessel calls at FRPA and competing ports

  • Estimates of port revenue with the new tariff

  • Implementation strategy and schedule

  • Presentations on tariffs to FRPA’s Executive Committee and to selected terminal lessees
