William Hall is the president of Seaport Consultants, Inc. Mr. Hall is a transportation planner with over 20 years of experience in the evaluation of the ocean, rail, and truck systems that serve ports.  

Mr. Hall has experience in North America, Latin America, Africa, Eastern Europe, and East Asia in port, truck, and rail facility feasibility studies.  He has also studied rail and river transport corridor development and rehabilitation in Europe and South America. 

William Hall has managed logistics analysis for large export-oriented mining and agricultural development projects in remote areas of Africa and Latin America, with a focus on choosing the most cost-effective, reliable, and secure modes, equipment types, and routes.  

This includes port site selection and truck and rail operations planning at the prospective port site.  He has also studied and planned follow-on construction logistics once project feasibility is established.

Mr. Hall has managed or participated in rail network and port privatization studies and in introducing new technologies to privatized rail and intermodal systems.

William Hall holds a BA degree from UCLA and a Masters Degree in Port and Transportation Management from the University of Washington.

Mr. Hall is a member of the International Association of Maritime Economists, United Kingdom and of the Transportation Research Board in the United States.
