Gordon Payne is marine terminal executive with over 35 years experience. Prior to becoming a principal of Seaport Consultants Canada Inc,, Gordon Payne was C.E.O. of Empire Stevedoring Co. Ltd. Mr. Payne played a key role in the development of Vancouver's container business and managed the Port of Vancouver's first two container terminals. Empire Stevedoring Co. Ltd is one of Canada's largest stevedoring and terminal operating companies which now operates as TSI Terminal Systems Inc.

Past positions include President & C.E.O. of International Stevedoring Services Ltd., and the founder, President & C.E.O. of Meridian Stevedoring Co. Other senior management positions in the British Columbia stevedoring / marine terminal industry include General Manager of the Vanterm Container Terminal, and Manager of the Centennial Container Terminal and multi purpose break-bulk terminal, and the CPR and CN Terminal in Vancouver, B.C. Mr. Payne began his career as a deck officer in the British merchant marine. He is a graduate of King Edward VII Nautical College, London, England.

Gordon Payne has extensive expertise in the container, CFS, break-bulk, intermodal, and cruise industries, including privatization projects and contract negotiations. He has conducted numerous port studies in Canada, Brazil, Chile, Uruguay, Hong Kong, Thailand, Philippines, St Lucia, Singapore, Barbados, Tanzania, Mozambique, South Africa, Mexico, USA and Venezuela. He has also provided litigation support in the port sector as an expert witness.

In recent years, Mr. Payne has developed particular expertise in the "buy" and "sell" sides of port asset transactions. He has developed privatization strategies for ports and procedures and documents for port privatization tenders. He has provided commercial due diligence on a number of transactions that involved container and break-bulk terminals or companies.
